六、采用单一来源采购方式的原因及相关说明:

1、该项目属于下列第(1)种情形

(1)只能从唯一服务商处采购的;

(2)发生了不可预见的紧急情况不能从其他服务商处采购的;

(3)必须保证原有采购项目一致性或者服务配套的要求,需要继续从原服务商处添购,且添购资金总额不超过原合同采购金额百分之十的;

(4)其他情形。

本项目的主要建设目标是建成现代服务专业国际化教学资源包,包括购置:

①、美国饭店协会教育学院全球学术教育合作伙伴GAP许可

④、12门酒店管理大专课程教学参考书和DVD

引进以上4项内容,《当今饭店业》、《前厅部的运营与管理》、《餐饮运营管理》、《客房运营管理》、《饭店与旅游服务业市场营销》、《饭店业管理会计》、《饭店业督导》、《饭店设施的管理及设计》、《会展管理与服务》、《国际饭店的开发与管理》、《收益管理》、《饭店业人力资源管理》等12门课程的教学资源包。

(3)项目建设计划工期

①、率先在四门课程中使用新版中文教材《前厅部的运营与管理》、《餐饮运营管理》、《客房运营管理》、《饭店与旅游服务业市场营销》及教学参考书,3年内全面使用12本教材;

②、3年内实现分层小班教学,选出1-2个英语水平较高的班级的专业核心课程中使用英文版《前厅部的运营与管理》、《餐饮运营管理》、《客房运营管理》、《饭店与旅游服务业市场营销》教材;

③、与美国饭店协教育学院共同建设国际酒店职业资格(广东)认证培训中心项目,开授AHLEI的国际证书课程;

④、在招生宣传中使用美国饭店协会教育学院的名称及商标,通过GAP院校网络提高行业认知度;

⑤、通过AHLEI提高师资系统培训,提高师资水平的机会;

⑥、5年内开展与美国强生威尔士等国际知名酒店管理学院建立互转学分;

⑦、学生通过AHLEI的帮助获得留学、国外实习、就业机会。

3、资格条件

(1)符合《中华人民共和国政府采购法》第二十二条规定的条件:

①、具有独立承担民事责任的能力;

②、具有良好的商业信誉和健全的财务会计制度;

③、具有履行合同所必需的设备和专业技术能力;

④、有依法缴纳税收和社会保障资金的良好记录;

⑤、参加政府采购活动前三年内,在经营活动中没有重大违法记录;

⑥、法律、行政法规规定的其他条件

(2)具有独立承担民事责任能力的在中华人民共和国境内注册的法人或其他组织。

4、登记时需提交的资料

(1)法人或者其他组织的营业执照副本复印件;

(2)财务状况报告,依法缴纳税收和社会保障资金的相关证明材料;

(3)具有履行合同所必须的设备和专业技术能力的证明材料;

(4)参加政府采购活动前三年内在经营活动中没有重大违法记录的书面声明;

2、经过学校广泛与慎重的对比,本项目最终选择了油珠海市美亚优资教育咨询有限公司总代理的美国饭店协会教育学院教学资源包,美国饭店协会教育学院是美国饭店协会(AH&L)的下属机构;是国际最权威的旅游与酒店教育、培训和职业资格认证的开发机构之一。美国饭店协会教育学院开发的课程和教材被包括康奈尔大学、瑞士洛桑酒店管理学院等世界著名旅游酒店管理学院在内的2500所院校使用。美国饭店协会教育学院在全球酒店行业的知名度与影响力具有不可替代性,它既能为我院酒店管理专业提供高水平的国际师资培训,还能为专业搭建与国际一流的酒店集团、国外院校合作的平台,并为本专业学生提供留学、成为国际酒店管培生的机会,满足本专业培养具国际化视野的酒店管理高级技术技能型创新创业人才的目标,有助于实现一流高职高水平建设专业建设任务。

综上所述:专家组一致认为该单一采购理由充分合理,建议向美国饭店协会教育学院的教学资源包总代理公司(珠海市美亚优资教育咨询有限公司单一来源采购。
